Electricity

Payment of electricity bills is the personal responsibility of the individuals. If the electric supply is connected to your tower then there are some minimum monthly charges to be paid, even though you may not have taken over/ occupied the house. The maintenance charges that you are paying to the Alpine Eco Owners Association does not cover your personal electric consumption (or the minimum charges levied by BESCOM).

It is recommended that you pay a lump sum upfront to take care of future bills for the next few months. There are various methodologies. It is quite possible that the electricity connection will get disconnected if bills are not paid.

The important number as far as your electricity bill is concerned is the RR No. It is of the form 'MS4EEH" followed by some numbers.
Ex. MS4EEH30032 belongs to a flat at 'Aronia' Block.

You have to register once for doing payment using this. You can also do a quick payment. Do read the FAQ for details.

How to pay

There are various methods which you can adopt for paying your electricity bills.

Please register on Bangalore One. Once you do that you can pay your elecbill on line. We have been doing that. 
You can also register for ECS from your bank. Once you do that your bill will be auto paid by the bank on pay by date.
... both options are OK. You can choose, bank statment is acceptable to Bescom as proof of payment,

Payment by Cheque

Pay through a local cheque/DD at the local BESCOM office. It is advisable to pay at least one or two thousand rupees in advance so that you do not have to make payments repeatedly every month. Make out the local cheque (payable at Bangalore) in favour of "Asst Engineer, E-4 Sub Division, BESCOM". Please write your name, Flat No, RR No and contact phone numbers on the reverse of the cheque/DD.

Never had any issues, you need to have a VISA credit card, they dont take and convinience fee as well.

The earlier methods listed do not work anymore for E4/Eco users.

If you did not get your electricity bill

That does not mean that you have not been charged or that you needn't pay. Note that your electricity supply can still be disconnected.

If your electricity is disconnected

Please call Mr Santosh (9731172196) or Mr Narayanswamy (9449844674) about when he is coming the next time/day and show your receipts to him for same.
The other thing to note here is : our Electricians on-duty have no rights to disconnect or connect the BESCOM Meters. Please do not trouble them or the Estate Manager or the MC members or the volunteers about it.

  • What do i do then ?
    • 1. Where to go to pay the bill ? ( Till date, I was paying online. Missed it this time and thus the fiasco ) You can go to Mahadevpura BESCOM office. (BESCOM E4 Subdivision, ITI Industrial Area, Near Mahadevapura Police Station, Bangalore - 560048)
    • 2. Do I need to get someone’s signature to get it reconnected ? Yes - of Mr Suresh / Mr Narayanswamy - without any of our electricians will be helpless to connect it back.
    • 3. Who should be contacted to get the electricity restored ? Estate Manager at Alpine Association Office.
    • 4. Kindly share the necessary phone numbers. Mr Narayanswamy can be reached at : +91 9449844674.

Did you know

We have 12 transformers of 500KVA while we have only 2 generators of 600 KVA, Which means that on an average each apartment can have up to 30 amps when running on BESCOM supply but our circuit breakers are designed for 16 amps. If there is an excess usage the meter would trip at the meter room. This will not be the case when we are running on the DG. While on DG it can hold up to 7 amps. So please plan your usage accordingly to avoid inconvenience.

  • DG will consume around 60L of diesel for one hour of operation.
  • The Assn is spending Rs. 39 lakhs p.a. (~Rs. 3.2 lakh per month) on BESCOM power supply for common areas, etc. In addition to this, we are spending on DG power back-up as well.

Questions

  • Q: Hi, I paid the electricity bill through Internet(CitiBank) but the account page( http://218.248.32.102:8001/bescom/index.html ) doesn't show that money is credited(even on the 28th)… I paid the bill on 10th of this month.. Can any one tell when this will be credited to BESCOM?

Ans:There is no guarantee that the bill payments will get credited. I've come across several instances where bill payments do not reach the recipient. If you make a payment and if you don't see it getting reflected by 19th of each month, then it is better to make a second payment directly at the Bescom counter as a precaution, and follow-up with the bank.On one occasion the online bill payment was updated late in Bescom's system and I made a second payment at Bescom counter. The additional payment was promptly accounted for in the next bill.

  • Q: what is ACCL ?

The Automatic Changeover-cum-Current Limiter. It is installed in the meter room on the ground floor of the respective block.

When the main supply fails and stand by Generator supply is on, it connects the DG power to the flat and starts monitoring its load since the DG can supply only a capped amount of current to each flat.

When ever the load current exceeds the allotment, power is automatically switched off, and then automatically restored. Once you have switched off the high current draw device like a geyser or air-conditioner, the current is back to continuous supply.

In the older Electron ACCL's this auto cutoff feature doesn't work very well and a manual reset is required every time the circuit trips because of loads higher than 15Amps (or that was the case with my ACCL and a few others I know). This causes big issues for the electrician during a power cut. They have to run from block-to-block resetting the ACCLs.

If you see power disconnecting frequently during a power cut, it is best to switch of equipments like geyser, AC and washing machine that draw 15Amps power.

You should get either Havells, Schneider or ABB ACCLs
If you are using an Elektron ACCL then I would suggest changing it.
Upgrading the ACCL to the right specs almost always solves the problem.

  • Q: Hi Paras, Is there any problem when we pay BESCM bill online? It seems that it does not get reflect in BESCOM status. I had paid my bills of Rs 823/- on 12th Oct itself but still yesterday they cut my home electricity. After checking with BESCOM they told me that they have received the amount already. I had also checked in the link you have forwarded. You can check it for RR number MS4EEH3059*. I have to run round with my laptop to show the security the receipt as I could not take printout because of no current at home. I really had a hard time. Can't security/electrician/MC prepare some status report before-hand and check with BESCOM guys before they disconnect the power. This way we can ensure that they are cutting powers only for geniune defaulters.

Ans: Unfortunately - it cannot be done as requested by you (due to various constraints/logistics). It is an individual responsibility - we get only notice one day prior (that also sometimes) to when they are coming for disconnection - which we spread to all residents through various means (emails/apartmentadda).

  • Q: I am a tenant in flat <flat/block>. The last bill i had receieved from BESCOM was for the month of october. After that in Nov/Dec i havent received any bills. It does not reflect in the VISABillPay site and the link mentioned in Alpine Eco electricity wiki.

Ans:(From another resident) :Please visit BesCom office and submit a letter to AE.I faced similar problem earlier and now I am receiving my bills after I submitted the letter.

  • Q:I have received the EB bill for last month (billing date 4th Jan 2011). The due date is 19th Jan 2011. I generally pay online from my citibank online account. However, when i tried today i understood that the last date for online payment is over.

Does anyone know if we could pay from any other online portal? I am asking specifically because this is the last 2 days to pay the bill. If not, please share with me the office wherein i could go & pay the bill.

  • Q: If yo received a high electricity bill/maybe defective meter?

Ans: I wanted to share my experience with BESCOM. Y'day i received my EB bill for April which was around Rs 10,000/-. I lodged a complaint on their website given below. Then i called their office at 080-28517765 after a few mins. They told me that they have already received my complaint through Control Room and have planned to send an electrician/engineer to check the meter reading. They posted the progress on the issue on my email id and today i received the mail that the engineer had made mistake in getting the meter reading and a correct bill of Rs 200/- has been generated. Surprisingly very effective & fast response from Bescom.

  • Q : Hello, This month i have received a BESCOM bill of Rs 45,435, where as my monthly average bills are around Rs 450, for the last 12 months. Can any one, pls advice, how to contact BESCOM to correct the bill amount ?

Ans: I also got one. Went to the mahadevapura office. They asked me to get the current days reading and based on that they rectified it. Pretty helpful guys. Meet the JE on the ground floor.

Hi Paras/Alpinites,
I had paid my BESCOM bill for Sept before due date through SBI online and got a receipt from SBI with the message that the payment has been a success. However, on checking the BESCOM link you gave, I see it is reflecting only till Aug 2011 for my case. Sept payment is not mentioned.
My question is, if they disconnect even after this, what are the steps to follow? Whom should we contact, what to show them? Any suggestion on that would be a great help. Just trying to remain prepared for such an eventuality.

Bescom engineer/line-man might not be interested in why the amount did not get reflected in their account even though SBI (or any other bank) claims that payment had been made. And, online payment acknowledgment by banks might not be a sufficient proof of payment :( Given the Bescom policy, we're better off checking on 19th of every month (through their online billing system) whether our payments are reflected in their system. If not, then better pay by cash at their kiosk - when the bank payment reaches Bescom, it'll be adjusted in the next months bill. It happened to me once where ICICI bank payment did not get reflected by 19th and I made additional payment (one instance in 30 months). Much easier to get it adjusted in subsequent bill than getting the electricity disconnected :)

  • Q : How does the BSNL payment tracking work ?

The BESCOM bills have to cleared by 20th of the month. Once the last date for payment is over, the databases is updated. I guess even if you a pay up to a two or three days later, the 'paid' database will include your name. But if you are further late, then your name won't figure in the database of 'paid' users.It is this database that is loaded on to the meter reader's hadn held device. The BESCOM electrician comes to take the meter reading around 25th or 26th. If your bill is deemed unpaid, he disconnects the supply

Please REMEMBER - UNLESS ESTATE MANAGER GETS A COPY SIGNED BY BESCOM OFFICER AS CLEARANCE TO RECONNECT - HE IS NOT AUTHORISED TO RECONNECT ANY CONNECTION. SO PLEASE ENSURE YOU GET THIS APPROVAL DURING BESCOM WORKING HOURS. ANY REQUESTS TO HIM/ELECTRICIAN ON THIS REGARD WITHOUT THE CLEARANCE FROM BESCOM OFFICER - CANNOT BE ENTERTAINED AS ESTATE MANAGER IS LIABLE FOR LEGAL ACTION (AS MENTIONED TO US BY BESCOM PEOPLE) IF HE GETS IT RECONNECTED WITHOUT GETTING CLEARANCE.

6 Jul 2013: BESCOM's Disconnection Adventure
Tomorrow like many of you, BESCOM disconnected my power, though the payment
were made in full (online).

I saw numerous ppl, mainly ladies pleading for the connection back. Both our
and BESCOM electrician kept on saying,.. "go to office and talk, don't talk
here".
                                            I was frustrated and outraged but determined not-to go to BESCOM office, why
should I at this age of technology plus I wanted BESCOM to know that there
Mahadevpura officers do not know what online payment means.

I called up their call center which is: 08022873333
                                            the support staff were quite sensible and immediately acknowledged that bill is
paid up and put me in conference with Mahadevpura Astt. Engineer, he assured
power will be back in half-an-hour, this was at 1.

When 2 hours passed, started the vicious circle, I called up the BESCOM Astt.
Engineer. He said the responsibility of connecting power back is alpine
association electrician.
When I call alpine electricians, they say "you did not pay the bill, we don't
know anything .. Go to the office"

I call up Astt Engineer again..  Alpine Again Astt Engineer again Alpine
again(this time the electrician bangs down the phone) call center again Astt
Engineer again Astt Engineer again ..  Alpine Not reachable ..

It is 6 now.

Finally I land at the website: http://bescom.org/en/complaints/

I send an escalation SMS to the first number. Within next half-an-hour not only
power comes back .. officers of all levels call me to confirm the power is
back.

So here are some of my suggestions after this ordeal:
 MC, since our alpine electricians do not have the understanding of bill
payment receipt procedure, do not take the responsibility of re-connection.                                            
Tell BESCOM to be available for re-connection.

- Since BESCOM did not have method to the madness, please keep our meter rooms
unlocked for the day such adventures happen. So that somebody does not have to
wait 6 hours to get a fuse back(I know its dangerous but something has to be
done). 

- Lastly most of us who used online payment had the power cut, please raise a
compliant at the website or the call center, this will ensure these BESCOM get
their acts together.

My experience was not that bad with BESCOM. I was at office when I was informed
that the disconnection had taken place. I called up Alpine Engineer to find out
what happened. He mentioned that since the bill was not Paid the electricity
was disconnected and asked me to call up BESCOM. He gave me a number that was
not working. I went to the BESCOM website got the number to raise a complaint,
and raised a complaint by providing all the payment details for the previous
month, thiwas at 1.30 Pm. Went to their website http://www.bescompgrs.com/ and
got the Engineer's number to whom the case was allocated. Called him and
explained the situation he provided me with his email address and asked me to
email him the Payment receipt from previous month, this was at 3.15 Pm. Called
him again after half an hour to find out the status and he asked me to call
back in Half an hour. He also stated that data migration from Bangaloreone to
BESCOM was not done hence the payment was not reflecting. Electricity was
restored at 3.45 Pm. Subsequently got two calls from BESCOM to confirm if the
Power was back on.

One thing I realized was that their complaint system works and they do adhere
to their timelines to provide resolution.

Dear All Residents,
As per our discussion we had, I would like to inform you the we have completed the survey for checking Parallel connections of entire Alpine & we have found in few flats for EB & DG power. 
As we have decided in the meeting which is as follows,
1. Removed all the parallel connections.
2. All the panel rooms are locked.
3. For Installing their separate MCB the resident are suppose to purchase their own MCB at their cost and the specification is for DG the  ( ABB 2 Pole 10 Amps ) &  EB specification is ( ABB 2 Pole 16 Amps ) and for fixing that they are suppose to pay Rs. 200/- at association office & Show the receipt to the electrician with their own MCB Switch & get it fixed.
